Municipal Managers Foreword
The Municipal Manager as the head of administration is responsible and accountable for tasks and functions as provided for in, but not limited to the Local Government: Municipal Systems Act, No. 32 of 2000, Chapter 8 of the Local Government: Municipal Finance Management Act, No. 56 of 2003, other functions/tasks as provided for in legislation, as well as functions delegated by the Executive Mayor and Council.
The Office of the Municipal Manager operates under the stewardship of Ms Nomfundo P. Dlamini. The Municipal Manager provides leadership and direction through effective strategies in order to fulfill the objectives of local government as provided for in the Constitution of the Republic of South Africa, and any other legislative framework that governs local government.
Ms Dlamini carries with her vast experience in local government of 11 years of which she has successfully occupied Senior Managerial positions for more than 8 years. Her experience is accompanied with a Bachelor of Commerce in Industrial Psychology and an Honours Degree in Industrial Psychology which she both acquired at the University of Zululand.
She has to account for the municipality's income and expenditure, assets, and other obligations such as proper adherence to all legislation applicable to municipalities. Subject to the municipal council’s policy directions she ensures that an economically viable, effective, efficient and accountable administration is established and developed, that the IDP comes to fruition, that municipal services are delivered in a sustainable and balanced fashion, that a personnel corps is appointed, managed, developed and disciplined and that sound labour relations are maintained.
