Summary

This department’s focus is to serve as an oversight of the central administrative functions of the Municipality, providing secretarial services and guidance to the Council other governance structures of the Municipality and to safeguard the interests of the municipality stakeholders (communities and staff) and is responsible for the general operations of the Municipality including Fleet, Human Resources, Information and Communications Technology and Auxiliary Unit.

This department consists of the following units:

Committees Unit: Preparing and submitting the schedule of the Council Committee meeting, Compiling Agendas of the meeting and preparation of venue considering the number of committee members and facility requirements, Recording and circulation of minutes and adopted resolutions of decision-making. and ensuring the implementation of Schedule Section 3 of the Local Government: Municipal Systems Act No. 32 of 2000 by filling attendance register in order to provide statistics of meetings attend by Councillors.

Human Resources Unit: Develops Human Resource Policies, process and procedure guidelines regarding Employee benefits, recruitments, and selection function. Performs Employee Records Management, leave management and Employment Equity and ensure implementation thereof. Ensure Compliance with the Bargaining Council directives, conditions of services issues and the implementation of the Council Resolutions and applications of legislative Imperatives.

Facilitate, directing and maintaining the organizational recruitment and appointment of employees. Provision of training Development which includes running bursary scheme for employees, induction services for all in the Nkandla Local Municipality Council employ, Occupational Health, and Safety, Job Evaluation and Employment Assistant Programme (Wellness Programme, Work and Play)

Information and Communication Technology

ICT is the engine of municipal operations and is therefore viewed as an important strategic partner in ensuring efficient service delivery. 

ICT is an integral part of any well-functioning municipality to further ensure effective administration and socio-economic development.  ICT is responsible to provide a secure ICT infrastructure that delivers the appropriate level of data integrity and availability, to align technology with municipality goals, enabling a contribution to the municipality’s strategic objectives, provides public service senior management with the ability to make informed decisions based on easily accessible and reliable information, ICT Risk Management is the formatting ongoing process of identifying, assessing, and responding to risk, and to promote two-way online communication between municipality and service beneficiaries.
